When you may use a paper unemployment-insurance application

Employment Security uses a mostly automated system for unemployment-insurance applications. The department accepts applications on paper if one of the following criteria is met.

  • When claimants have physical or mental limitations preventing them from filing using the Internet (www.esd.wa.gov) or by telephone.
  • When claims loads are high and claimants have trouble getting through to a call center using the telephone.
  • When call centers cannot be contacted due to long-term technical problems (e.g., a disaster).

WorkSource staff will mail your application via overnight mail to our unemployment-insurance staff for further processing.
