Office of Policy & Legislation

The role of the Legislative Office is to assist the Legislature and governor in ensuring Washington has efficient and effective workforce development and unemployment insurance systems. The office does that by communicating data and analysis to state policy makers and elected officials.

Agency request bills

The Employment Security Department had several agency-request bills this year, all of which are minor cleanups to existing law:

1) a technical correction to calculating unemployment-insurance tax rates (HB 2656);

2) allowing ESD to waive the penalty tax rate for employers who acted in good faith (HB 2655); and

3) allowing state agencies to continue to use non-conviction, criminal-history information from the National Crime Information Center during fraud investigations. (HB 2955)

However, only House Bill 2955 bill made its way to the governor's desk for signature. The legislature adjourned on March 13, 2008.
