The opportunity
WorkSource Auburn is seeking a Disabled Veteran’s Outreach Program Specialist (DVOP) to coordinate the referral process and services provided to veterans who have successfully completed Veterans Administration (VA) vocational rehabilitation training. They will work with VA Case Managers to assess veterans’ job readiness upon entry to vocational services. As veterans complete rehabilitation training they assign those veterans’ local offices for services by Local Veteran's Employment Representative (LVER)/DVOP staff as appropriate and monitor service progress through the exit of services.
Major duties
- Collaborate with Veterans Administration (VA) program staff to determine the job readiness of veterans applying for VA vocational rehabilitation programs, their ability to seek and obtain employment, identify possible job goals, and those services needed to reach those goals.
- Provide local labor market information and discussion of the veteran’s abilities and limitations so that they can make informed decisions about choosing and pursuing a particular employment goal.
- Coordinate referrals to local LVER/DVOP staff for veterans who have completed vocational training or services at local WorkSource offices.
- Receive and review monthly update reports on VR&E clients from local DVOP/LVER staff for accuracy, timeliness and appropriateness of services provided.
- Work with DVOP/LVER staff and VA case managers to modify or adjust service plans as needed to meet the needs of the individual veteran.
- Prepare and provide reports as needed that may include narrative summaries and numerical data, for ESD, VA, and DOL/VETS detailing VR&E program performance data, timeliness of services, assignment of new cases and program exits, and success stories.
- Prepare and submit a quarterly Chapter 31 Tracking Report to VA, ESD, and DOL/VETS.
Required qualifications
One year as a WorkSource Specialist 2 or equivalent class within the Employment Security Department, or in another state’s employment security agency.
or
A bachelor's degree and two years of professional experience in social or human resource services, public relations, or public contact work, such as: unemployment insurance, social services, human resource services, education, public relations, benefits programs, insurance claims, law enforcement, banking, and real estate.
or
A master's degree.
Additional experience in social or human resource services, public relations, or public contact work will substitute, year for year, for education, but not for the two years of professional experience.
College course work will substitute, year for year, for the required years of experience specified above. Qualifying volunteer experience in the above defined areas of work is acceptable.
This position is part of the Jobs for Veterans Act. Jobs for the Veterans Act requires a hiring preference as outlined in DOL/VETS Veteran Program Letter (VPL) 07-05 section VI, which states:
“To the maximum extent practical, State Workforce Agencies must consider the following priorities when filling DVOP specialist and LVER staff vacancies:
First Priority: Qualified service-connected disabled veterans;
Second Priority: Qualified eligible veterans;
Third Priority: Qualified eligible persons as defined by Title 38, Section 4101(5).”

- Experience conducting group and individual employment and/or job training counseling (Preferred – 2 years)
- Experience monitoring and recording data into multiple management information systems (Preferred – 2 years)
- Demonstrated basic understanding and working knowledge of job matching, referral and placement, job readiness, assessment techniques, labor market, community resources, and job search techniques (Preferred – 2 years)
