WorkSource Columbia Basin is seeking a Disabled Veteran’s Outreach Program Specialist to provide job placement services to veterans and act as a veterans’ advocate.

The opportunity
As a Disabled Veteran’s Outreach Program Specialist, you will provide assessment, employment, intensive case management, and training services to veterans to help them gain employment. This is facilitated through coordinated activities that target the disabled, economically or educationally disadvantaged, homeless, and special needs veterans.

Major duties

  • Provide assessment, employment, intensive services, and case-management services to targeted and disabled veterans to help them enter training and/or enter long-term employment. This is accomplished by providing orientations for veterans of WorkSource services, facilitating initial and comprehensive assessments, developing a service plan and, when appropriate, enrolling them in active caseload status.
  • Conduct coordinated activities that target disabled, economically or educationally disadvantaged, homeless, and other special needs veterans.
  • Collaborate with various veteran organizations such as civil, service, vocational rehabilitation, veteran medical centers, and other various organizations to assist in barrier removal for veterans on an employment pathway.

Required qualifications
One year as a WorkSource Specialist 2 or equivalent class within Employment Security Department, or in another state’s Employment Security agency.

Or

A bachelor's degree and two years of professional experience in social or human resource services, public relations, or public contact work, such as: unemployment insurance, social services, human resource services, education, public relations, benefits programs, insurance claims, law enforcement, banking, and real estate.

Or

A master's degree.

Additional experience in social or human resource services, public relations, or public contact work will substitute, year for year, for education, but NOT for the two years of "professional" experience.

College course work will substitute, year for year, for the required years of experience specified above. Qualifying volunteer experience in the above defined areas of work is acceptable.

Veteran’s requirement
This position is part of the Jobs for Veterans Act. The Jobs for Veterans Act requires a hiring preference as outlined in DOL/VETS Veteran Program Letter (VPL) 07-05 section VI, which states:

“To the maximum extent practical, State Workforce Agencies must consider the following priorities when filling DVOP specialist and LVER staff vacancies:

First Priority: Qualified service-connected disabled veterans;
Second Priority: Qualified eligible veterans;
Third Priority: Qualified eligible persons as defined by Title 38, Section 4101(5).”

To qualify for this position, you must provide proof that you meet the selective criteria listed under requirements. If you are a service connected disabled veteran, you must submit a copy of your DD-214 and a copy of the letter from the Veteran’s Administration which indicates your disability rating. If you are a veteran only, you must submit a copy of your DD-214. If you are an eligible person in accordance with Chapter 41, Title 38, U.S.C., you must submit a copy of documentation that substantiates this eligibility. Your name cannot be referred for any vacancy until this proof has been received. You must submit this proof with your application form as indicated on this announcement.

Desired qualifications

This position is about helping our veterans. Preference will be given to candidates with the following experiences and skills:

  • Experience providing dynamic customer service to both internal and external stakeholders, partners, businesses, veterans, and other customers.
  • Proficient keyboarding skills as well as proficient user of Word, Excel, and PowerPoint.
  • Experience providing case management services.
  • Public speaking experience.
