WorkSource Operations Division profile
WorkSource sites statewide and the Web site provide no-fee job-listing and referral services to match employers and job seekers. Special programs and services are available for employers, welfare recipients, veterans, farm workers, persons of disability, unemployment insurance claimants, youth and others.
The opportunity
The Employment Security Department is recruiting to fill one full time permanent project WorkSource Specialist 2 position within WorkSource Cowlitz.
Essential functions
This is a professional level position that provides direct core services to customers.
- Conducts in-depth interviews and shares information regarding agency and partner programs and coordinates referral services to appropriate training activities.
- Serves as a local resource to WorkSource staff on Workforce Investment Act (WIA) Adult and Dislocated Worker programs and services to eligible persons; promotes and monitors the participation within the WIA Title 1B federally funded employment and training program.
- Schedules job seekers for workshops and assists with workshops conducting classroom activities to develop employment related basic skills, communication, problem solving and job retention skills, and facilitate transition into the labor market.
- Conducts follow-up contacts with customers; gathers feedback to ensure customer satisfaction.
- Shares and communicates in easily understood language using 2-way style. Maintains strict confidentiality standards.
- Coordinates and collaborates with other agency units and partner organizations to coach and mentor on WIA and stacked services. Works closely with team and staff to serve the eligible population in an integrated environment.
- Develops reports that track progress using data; adds to significant events logs that assist with local Government Management, Accountability and Performance (GMAP) efforts.
- Must be committed to the further development of the WorkSource system model of integration.
- Develops and maintains productive and collaborative relationships as appropriate.
- Creates and keeps current, accurate client files (paper and electronic); documents eligibility and services; summarizes objective assessment data, service strategies, and progress in compliance with regulations and local program requirements.
- Strong knowledge of Microsoft Word, Excel, Outlook, Service, Knowledge and Information Exchange System (SKIES) and the internet.
- Understands and applies policies, procedures, laws, and other governance as applicable.
Required qualifications
One year's experience as a WorkSource Specialist 1 or in an equivalent class within Employment Security Department, or in another state’s employment security agency,
OR
A bachelor’s degree and one year of professional experience in social or human-resource services; public relations; or public-contact work such as unemployment insurance, education, public relations, benefits programs, insurance claims, law enforcement, banking, or real estate.
Additional experience in social or human-resource services, public relations, or public contact work as defined above will substitute, year for year, for education, but not for the one year of professional experience.
Three years of experience with Employment Security Department, at a level of secretary administrative or above, may substitute for the one year of professional experience.
Volunteer experience in the above defined areas of work is acceptable.

- Writing skills: composes clear, straightforward, easy to understand documents such as employment and activity plans, case notes and emails to partners.
- Employment counseling skills: knowledge of job search techniques, labor market information, employment barrier identification, conflict resolution, problem solving and motivation techniques.
- Facilitation/teaching skills: combines a variety of teaching methods to accommodate different learning styles; provides accurate information that is current and serves the needs of the participants.
