The opportunity
Employment Security Department's (ESD) Employment & Career Development Division (ECDD) is seeking a management analyst to analyze performance related data, present that data in meaningful formats, and work with managers to develop strategic plans to meet performance goals.
As a management analyst 4, you will support ESD’s mission, vision, and strategic plan by serving as a performance advisor to the local area director. This will include assisting with the preparation of local and statewide Government Management, Accountability and Performance (GMAP) reviews and area operational reports, conducting data analysis, preparing performance-related reports, and presentations that coordinate local elements of ECDD’s quality assurance plan, and developing process improvement plans. You will spend the majority of your time manipulating and analyzing complex data, deriving meaningful information from that data, and preparing presentations that successfully convey the results of your analysis. These activities will help each WorkSource Development Area to meet performance goals and objectives.
Note: As part of our interview and assessment process, top candidates will be required to prepare and present a 15 minute Microsoft PowerPoint presentation that will require them to demonstrate their ability to manipulate complex data, analyze such data using advanced expertise with Microsoft Excel, and to communicate the results of the analysis using charts, graphs, and text.
Major duties
Under the direction of the ECDD Performance manager, this position will serve as a performance advisor to the local area director by:
- Coordinating the preparation of local and statewide GMAP reviews.
- Drafting the area ECDD's monthly operational reports.
- Executing complex data extractions from multiple data warehouses using Microsoft Access, provide analysis of the data to support area operational reviews.
- Coordinating the area’s onsite internal Quality Assurance (QA) assessments.
- Evaluating business processes using ECDD's performance measures and indicators, and recommending process improvements.
- Extracting data from multiple data warehouses using Microsoft Access in order to conduct data analysis and evaluate and apply the results of such analysis to the design and development of performance-related routine and ad hoc reports that conform to ECDD technical standards and guidelines.
- Developing and presenting analytical data in graphical form, e.g. maps, charts, graphs, diagrams, and models using Microsoft PowerPoint and other software programs.
Required qualifications
A bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field, and three to four years of experience conducting research and analyzing policies, laws, rules, or regulations, or comparable combination of graduate education and experience.

Desired qualifications

- Expert-level proficiency with Microsoft Word, Excel, and PowerPoint, and skilled-level proficiency in Access.
- Experience designing and preparing executive-level presentations that display data in graphical form.
- At least one year of experience developing specific, relevant performance measures at all levels of the logic model, and using statistical results of performance measures to improve business processes.
- Expertise in data analysis, and evaluating and applying the results of the analysis to performance-related policy.
- Preference will be given to those candidates with a bachelor degree.
