The opportunity
The WorkSource Standards and Integration Division (WSID) is recruiting for a Fiscal Analyst that functions as a designated senior level specialist performing work tasks associated with the monitoring and appraisal of workforce development programs funded by the Workforce Investment, Wagner-Peyser, Trade Act and other federal and state funds to ensure compliance with federal, state, and local regulatory law and policy.
Major duties
- Independently plan, coordinate and conduct fiscal, grant or contractual reviews of different, comprehensive fiscal or manual accounting systems in accordance with Generally Accepted Accounting Principles (GAAP).
- Perform complex fiscal analysis, for specialized and on-going programs with multiple stakeholders and multi-contractors, to ensure compliance with complex state/federal laws, regulations, and state and local policies
- Perform specialized review of accounting activities in an accounts payable or receivable system.
- Review and analyze data collected via questionnaires, risk assessment, on-site review, observation, and interactive interviews.
- Coordinate with WSID and other ESD staff to conduct risk assessment discussions prior to on-site reviews and follow-up findings. Prepare written fiscal monitoring reports and track findings for WDC, State, and Federal entities, to ensure follow-up and resolution.
- Represent Employment Security Department (ESD) and WSID on site visits or during formal conferences with funded agencies representatives and respond to questions regarding program intent and compliance with fiscal or administrative requirements.
Required qualifications
Bachelor’s degree which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and two to three years of relevant professional experience.
Professional experience may substitute for education but not usually for the credit hours. A master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
Working conditions
