Budget, Policy & Communications Division profile

- Labor Market and Economic Analysis information for employers and others.
- Financial Management, meeting regulatory requirements and optimizing the use of agency financial resources.

The opportunity
The Employment Security Department is recruiting to fill one full-time permanent Fiscal Analyst 2 position within the Specialized Accounting Services Unit.
Essential functions
This position is responsible for the accounting functions of cost reimbursement and performance based contracts/grants between Employment Security Department, Department of Social and Health Services, Workforce Development Areas, sub-grantees, the Department of Labor and other federal agencies. This position will:
- Analyze contract awards in detail, noting special billing and accounting conditions.
- Prepare and submit budgets to budget unit; reconcile expenditures to budget; and reconcile amounts billed monthly to cash received.
- Research problem areas and make corrections where appropriate. Advise supervisor and program manager of potential problem areas.
- Maintain accurate and complete files.
- Complete all contract/grant closeouts by deadlines.
- Prepare quarterly revenue report for management.
- Prepare and submit Wagner Peyser quarterly Department of Labor (DOL) reports by deadline.
- Update funding spreadsheet with modifications and changes.
- Work closely with the budget unit to spend oldest funds first.
- Prepare and submit annual closeout to DOL.
- Receive employee overpayment information; input into the Accounting and Financial Reporting Systems (AFRS) as a receivable; attempt to make payment arrangements with employee/retiree if unable submit paperwork to contracted collection agency.
- Reconcile cash receipts.
Required qualifications
A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and one to two years of relevant professional experience. Professional experience may substitute for education but not usually for the credit hours.
A master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

Desired qualifications
The most successful candidate will have:
- Experience using Microsoft Excel
- Experience with ten key
- Minimum of one year handling contract billing
- Experience with Accounting and Financial Reporting Systems (AFRS)
