The opportunity
The WorkSource Standards and Integration Division is recruiting for an Employment Security Program Coordinator 2 to conduct workforce-related research and analysis and develop statewide policies and planning documents. The Program Coordinator will interpret complex legislation, rules and regulations and work with stakeholders in the development of policies. The Program Coordinator will also assist local workforce development area staff and other service providers in interpreting and implementing the policies.
Major duties
- Analyzes Title 1-B of the Workforce Investment Act (WIA) and Wagner-Peyser Act and related workforce program rules.
- Develops statewide policies for the state's One Stop Service Delivery System.
- Analyzes data, reports, legislation, guidance and other materials and prepares written analysis for internal and external stakeholders.
- Prepares briefing documents, issue papers and recommendations for senior management.
- Leads policy discussions with local workforce development representatives and gathers input and feedback.
- Provides technical assistance to local workforce development area staff and other service providers on the interpretation and application of legislation, rules and regulations.
- Employs strong writing skills and the ability to produce quality written documents that can address various audiences, including executive management through line staff.
Required qualifications
One year of experience as an Employment Security Program Coordinator 1.
or
One year of experience as a WorkSource Specialist 3 or Tax Specialist 3 - ES equivalent.
or
A bachelor's degree in public or business administration, political science or closely related field, and three years of professional or technical experience in employment and training or unemployment insurance programs.
Additional qualifying experience may be substituted, year for year, for education. may be substituted, year for year, for education.
Desired qualifications
- Demonstrated ability to read, comprehend, interpret, and explain federal laws, rules, regulations, guidance, notices, and standards.
- Able to apply critical thinking and analytical skills to data, reports, legislation, rules and regulations; and accordingly, present information in a logical and organized approach to facilitate understanding to interested parties.
- Experienced with Microsoft Word.
- Familiarity with Service Knowledge Information in Employment Service (SKIES) application and SKIES data warehouse.

We focus on monitoring how funding is used in the WorkSource system and improving integration among all of the partners, including Employment Security. Specifically, we detect and reduce risk to improve the overall performance of the workforce development system's funding streams. In addition, we are responsible for the administration of federal pass-through grants that provide adult, dislocated-worker and youth services to clients within each of the workforce development areas.
