The opportunity
The Disaster Unemployment Assistant (DUA) Coordinator defines and oversees procedures for the intake, processing, record keeping, and payment of disaster unemployment assistance benefits that are in effect once a declaration of disaster has been issued by the Office of the President of the United States, after being requested by the Washington State Governor. This position coordinates the implementation, administration, and procedures for the DUA program.

Major duties

  • Assesses the extent of a declared disaster, and communicates with the Department of Labor (DOL) and the Federal Emergency Management Act (FEMA) concerning the effects of a disaster in Washington State; provides these agencies with the projected number of applicants expected and estimated length of the disaster period;
  • Interprets complex legislation, rules and regulations, and develops procedures and policies for the administration of the DUA program. Responds to inquiries concerning eligibility and other requirements for this program;
  • Implements and administers the DUA program; creates written procedures for staff performing operational tasks for the DUA program;
  • Establishes and maintains contacts with federal and state governmental agencies as necessary for the administration of the DUA program;
  • Prepares the appropriate budget request for federal funds to administer the program and pay benefits to participants during an authorized DUA period; monitors the budget, makes supplemental budget requests as required, and maintains necessary records as required by DOL, FEMA, and Employment Security Department (ESD);
  • Creates and disseminates eligibility and related information concerning DUA within the Unemployment Insurance (UI) Division and to employers, claimants, governmental agencies, and others requesting this information;
  • Designates and oversees the process for the intake, review, and proper payment of benefits to eligible DUA claimants; trains staff in the performance of these tasks;
  • Oversees the maintenance of records relating to the payment of DUA benefits to eligible claimants;
  • Prepares and delivers reports relating to all aspects of the DUA program as required to DOL, FEMA, ESD senior management and stakeholders;
  • Closes out the DUA program at the end of a DUA period once final recordkeeping and budget reconciliation is complete; maintains DUA materials in organized fashion so they can be utilized for the next disaster event;
  • Contributes to UI Special Programs team overall strategy of fostering business excellence, integrity of benefit payment systems, and providing quality service to all customers in the following programs: Trade Act/TRA; Temporary Total Disability; Support Enforcement; Training Benefits; Pacific Maritime Association.

Required qualifications
One year of experience as an Employment Security Program Coordinator 2.

Or

Two years of experience as a WorkSource Specialist 3 or Tax Specialist 3 - ES or equivalent.

Or

A bachelor’s degree in public or business administration, political science, or closely related field, and four years of professional or technical experience in employment and training or UI programs.

Additional qualifying experience may be substituted, year for year, for education.

Preference will be given to candidates who clearly demonstrate following skills and experiences in their letter of interest:

  • Working knowledge of UI processes, procedures, and laws.
  • Incredible organization skills.
  • Experience working under pressure in a high-stress, fast-paced work environment.
  • Experience presenting complex information to a variety of audiences, including senior leadership, constituent groups, media, etc.
  • Skilled user of Microsoft Outlook, Excel, and Word.
  • Excellent written and oral communication skills.
  • Experience with fiscal responsibility.
