The opportunity
The Employment and Career Development Division is recruiting for an Employment Security Program Coordinator 2 position to support implementation of the Trade and Globalization Adjustment Act (TGAA) of 2009, including increased administrative and operational workload, monitoring, and technical support to the Trade Adjustment Act (TAA) case management staff located across the state.

Major duties

  • Respond to requests for technical assistance from field staff on operational or procedural questions or concerns.
  • Conduct follow-up as needed. Coordinate and assist in the review and updating of existing policy and procedure to incorporate changes from the TGAA of 2009 including assistance with maintaining up-to-date information on the TAA web site in partnership with the WorkSource Integration Division (WSID).
  • Review financial requests submitted by WorkSource for payment of allowances and health care tax credit for financial staff. Ensure payment is provided for allowable expenditures.
  • Analyze Service, Knowledge & Information Exchange System (SKIES) data and WSID reports for performance monitoring purposes. Prepare and submit summary reports with next step recommendations.
  • Research and prepare information for Government Management, Accountability & Performance (GMAP).
  • Research policies and procedures and consult with field staff on the content, preparation and submittal of formal denial for services. Review final determination documentation and rational for consistency and accuracy prior to delivery to participant. Review complex cases with lead program coordinator. Assist with appeal hearings as requested.
  • Coordinate with Unemployment Insurance (UI) Division TRA Unit and WSID to prepare for and deliver quarterly TAA field staff training sessions. Assist in the provision of essential program information to dislocated workers at Rapid Response, Trade Act, or other informational sessions designed for laid-off workers as well as participation in scheduled staff or work-related meetings.
  • Monitor workload and petition activity and prepare staffing recommendations for the lead program coordinator.

Required qualifications
One year of experience as an Employment Security Program Coordinator 1.

or

One year of experience as a WorkSource Specialist 3 or Tax Specialist 3 - ES equivalent.

or

A bachelor's degree in public or business administration, political science or closely related field, and three years of professional or technical experience in employment and training or unemployment insurance programs.

Additional qualifying experience may be substituted, year for year, for education.

Desired qualifications
The preferred candidate will have:

  • Experience with the contemporary Trade and Globalization Adjustment Act of 2009 as well as the previous Trade Adjustment Act.
  • Experience with SKIES.
  • Experience with public speaking to large audiences.
  • Experience in comprehending federal and state regulations to insure program compliance.
  • Experience with analytical writing skills.

Working conditions
